Go to the START button, then RUN -- type MSCONFIG then press ENTER. Go to the STARTUP tab and uncheck unnecessary programs that are loading into your PC every time it starts. You can't do any damage -- if you disable something that needs to start, or ought to start (like an aniti-virus program) you can go back and recheck it. Every time you make changes though you'll need to restart your PC -- so it takes time.

there is not one single thing that you do and can start windows magically fast. here are some tips
if your hard disk has partition, keep windows in the partition with low space.
don't install programs that you don't use, install least programs.
defragment your hard drive periodically
decrease the amount of startup programs, to do that click start>run and type "msconfig" click start up and uncheck everything except antivirus programs, you can see the target file there. all basic drivers are loaded automatically
if you are advanced user you can decrease the service and make windows fast. i don't recommend this for learners. go to control panel>performance and maintainence>services. disable or "make manual" the service you don't use.
these are common things you should do. besides it is always good idea to free up hard disk and keep your computer physically free from dust and logically clean from virus, spyware, adwares, worms or pests. there are many small things that constitute to run windows fast. way too much
