First - congratulations on your marriage and your determination to let the world know of your love.
Second - the decisions are y ours, not your in-laws/family.
Third - I would talk to a pastor. He/she will have some simple ideas, the church will be way cheaper than a hall.
Four - you can decide how large the party is, design and print your own invites, and all the rest. I would suggest only a boquet for yourself.
Five - be creative. Serve K rations then bring out the pizza.
Six 0 most anniversary's have a HallMark type of gift - paper goods, glass, etc. use that as a theme.

That is very similar to my story. We got married overseas and his family and friends weren't there so we were planning a renewal for our fifth anniversary. We are just going to have a celebrant perform the renewal outdoors, a short ceremony in a park or by the beach and then go to a nice (but not very expensive) restaurant for dinner. It's nice and not expensive, the only costs are the celebrant and maybe seating, then dinner but some places give you a deal for groups booked in advance.

Have the same type of wedding you would have had if your husband didn't have to deploy right away. We renewed our wedding vows for our 11th anniversary and we had a small reception and ceremony; but you can have a big one if you want. You can also have a small one if you want too, do what you like. Good luck.

Have your renewal ceremony at a pretty park, the vows can be exchanged at the gazebo, followed by a family/friends cookout. Not expensive, but very appropriate

My son get married by proxy. Meaning he was being deployed and I spoke on behalf of him as he married his wife. Then when there was time we had a wonderful wedding. It was simple and so nice. It could be a family project, like a potluck. There are inexpensive ways to have a little wedding or even a big one.
I bet your family would love to be a part of this.

I would plan a nice dinner at the house...Maybe get some family members to pitch in to help prepare the meal and all....get a nice wedding cake, and a few flowers....if on a budget, use silk..and have the ceremony right there at the house. It will be very nice and elegant...and the family will be there...what else matters? You have your man and your family....don't go overspending....just make it nice....if you want to do favors inexpensively go to favorwarehouse.com

Yeah, don't bother. You are already married. It's not a big deal to anyone else. They could care less. Save your money and take your sweety on a second honeymoon. Forget about the other bozos.
