The best way is to find one at the grocery store. Be casual and introduce yourself to a girl that smiles at you. If she's interested, she will talk to you. If not, then say have a nice day, and find another girl to greet. It's best not to go around the store doing this as your main purpose for going to the store. Maybe one or two girls per visit.
If you're old enough, you could go to a bar or a dance club, but although it may be the easiest way, the quality of girl (the girl will most likely have issues so don't get your hopes up for a long term relationship) is not that good.
I can say I've had most success at a local concert. Everybody at least has one thing in common, so striking up a conversation (although not practical because of the loud music in the background) would be a fun way to meet a girl with a low risk of being rejected if you're worried about that sort of thing.

You don't look for a date. As you go through life, look around and see who is looking back. And.. there.. you will find a date.
