Even the models you see on magazine covers showing off their six-packs have to flex their abs to make the six-pack appear. I doubt it is possible to reach a state in which your six-pack shows clearly when you're relaxed.

Since you have low enough body fat so see your six-pack when flexed, strengthening those abs and causing some muscle hypertrophy (growth beyond current/normal stature) might help you be able to see them better when relaxed.

I'd recommend doing some decline situps with some weights. Take a 25-lb plate, for starters, get on the decline bench, hold the weight on your chest, and see how many you can do. Once you're too exhausted to get yourself up to the top of the rep again, take a 3-minute rest. Do 3 sets of this for as many reps as you can each set, resting 3 minuts in between. This should get you some bigger abs, which will also most likely be easier to see. This is your best bet.

Add resistance to your ab work out. Do more cardio and limit the carbs. You have to pretty much be in the single digit body fat % to have abs showing relaxed.

The best way to "see" your six pack is to watch your diet and add extra cardio to burn off any extra fat. (not saying your fat at all....but we all have some body fat). If gaining a six pack is your goal, continue to work the ab muscles and make sure to include the cardio and watch what you eat!! ;-) Good luck!
