threshold is a term derived to measure when a significant change has occurred. Below your threshold therefore means there has not been sufficient activity or change to go over your threshold whether this term is to towards the biological such as an action potential or environmental such as above 212 f to boil water.

it means you selected to not view answers that didn't have a certain rating or higher. an answer that is rated at 2 is below your threshold if your threshold is 4 or higher. now having said that i agree that it is something yahoo hasnt perfected as of yet because unless they are assigning a default level i have not set mine and i see that prompt from time to time as well
