They are in Latin America. However, it is not a Hispanic cultured country. Portugal colonized Brazil when there were only Native people living in there - speaking lot of different native languages, including some Native American languages as precited. At the time Portugal colonized Brazil, many European migrated to Brazil. The language used then became Portuguese.

The Brazillian dialect of Portugese is spoken in Brazil, hence Brazillian Portugese. Brazil IS a part of Latin America.
Latin is the language of the Roman Empire (and the Catholic Church). After the collapse of the huge empire, many regions once conquered by romas continued to speak latin, but it soon broke down into different dialects, and eventually different langues. Now called "romance languages," they include Spanish, Portugese, French, Italian, Romainian, Catalan, and a few smaller languages.
After European colonization on the "New World," Latin America was the term to decribe the parts of the New World that spoke language that has a Latin ancestor. Hence, Spanish AND Portugese (both related to Latin) speaking countries make up Latin America.
