Maybe she was just joking around with you. and you took it seriously and started planning so she just went along but in the back of her head she was not really wanting to go even if she mentioned some restaurants. I wouldn't say anything else about it. Spend it on yourself unless she brings it up. If you let it go and she really is interested then don't worry. She will eventually bring it up when she's available next. Otherwise, just forget about it.

the best way to find out is to just ask her. if she is trying to get out of it then she should at least be grown up enough to just tell you.
even if she's trying not to hurt your feelings, delaying it like this is pretty damn rude. what kind of excuses does she give you?
or you could say. it seems that we never get to go on that dinner date because of our schedules so why don't we plan ahead? you look at your schedule and i'll look at mine and then try to find a date we are both not busy.
if she still gives you the run around then she's not interested.
good luck.

Ask her straight out "would you like to go to dinner with me on Friday?" If she says no, then don't ask any more. Obviously, you have mentioned it in the past and if she rejects you this time, then she is not interested and may be trying to be nice. Good Luck!

Maybe she's busy, maybe she's not. But being "too available" just isn't sexy. Back off and let her take the initiative: you've indicated you're interested, now it's her turn.
Don't forget: your money isn't going anywhere. Well, unless you go play poker again. :-)

Why are you asking a bunch of strangers instead of her? Well, the proper rebuttal to that is why am I sitting here on a Friday night giving you my opinion? I don't know. We women are strange even to our own species sometimes. I'd just ask her.

i think she's changing her mind. personally. if she says she wants to go and keeps delaying she's most likely not interesting confront her first before taking action. remember honesty is the best policy. hope this helps.

Girls do that sometimes. They don't want to hurt you, but don't want to date you either. I agree, if you want to know you will have to ask her, but it you may not get a straight answer from her.
