Yes, I got stupid and broke up with a man of four months that i was mad at. I played it cool and broke up with him because I felt like he was too busy and distant from me. He called me a couple of times to try and work it out but I wouldn't. Then I met him today to drop off his things. I hugged him and left. He told me if I needed anything to let him know. I said the same. Do you think it's over? Or will he try again?

You are not telling the whole story are you? The real reason you broke up was to be with another guy. He will not be able to get over this so yes it is over. He won't be back.

Do you want it to be over? It sounds like you don't know what you want. If you don't want it to be over, then I'd get on the phone and call him and let him know, because you have sent him a pretty clear message that you don't want to work it out, so how's he to think otherwise? Dropping off his stuff is sort of the period at the end of the "I don't want to work this out" statement. Don't send mixed messages. It's a sign of weakness, and will only lead to trouble for you, too.

Can't you women make up your minds? YOU broke up with him, YOU refused his attempts to reconcile TWICE!!
YOU brought him his stuff back. He would have to be some sort of a doormat to try again with you! YES IT"S OVER, because short of dropping an anvil on his head, that is the message YOU gave him.
Will he try again??? I wouldn't hold my breath!!

Seems you made it perfectly clear to him that it was over. I wouldn't expect him back. He's made all the effort he's gonna make.

You where reeeeeeeeally hard on him and I believe he got the wrong impression of who you really are.
