diet, you need the energy to excerise, if it was just excercise you have no essential nutrients too help you along..
The two go hand in hand, work at best with both, why not do moderate exercising like going for a walk combined with eating healthier.

I'd go with exercise. Because if you exercise a LOT you will have to lose weight, and you will be healthier in every other aspect.
I sometimes do triathlons, and when I'm really training full bore (like more than 3 hours a day), you lose weight because you can't possibly eat enough food to keep up with the caloric demand.

to loose fat it is 80% nutrition and 20% working out.

So the answer is nutrition, but please tell your friend to try to do somethign at least 3 times per week. Honestly, if they dont have the drive to workout 3 times per week then they will not have the drive to eat the right stuff so loosing fat is out of the question.
