First things first, work on your grammar. You don't want the guy to think he is dating someone who is mentally handicapped right off the bat. Secondly, ask your friend if it is alright with her, if she says no, decide how much you like having her as a best friend before making your move. If she says yes, well, you are homefree.

If he broke up with her, and she is upset about that, then no good can come of you going after the guy who she probably still thinks of as 'her man'. It sucks, I know, but not pissing off your friend is better than getting with this guy.
If you can, wait until she's over him.

Did your best friend confide in you about him, and does she care that they are no longer together. Big question I know but what if you did and lost your best friend? The best time would be is to ask if she would mind and then see what happens

try talking to your friend ans see how she feels you don't have to tell her it's you and him if your worried about how she will react just do the old "oh someone i know" or "i saw on oprah" and ask her oppinion.
then depending on how she feels it upto you to decide friend, lover or both and if both could you be with him and not get jellous
