what about the people of new orleans? eventually that whole city will sink. it's already below sea level, should we just tell the people left there to relocate now? what will we do with these environmental refugees?

Accept that lots of low lying coastal land will be lost. Where economically possible build dikes (like the Dutch) to protect coastal cities. Where human habitation can not be saved rebuild houses on higher ground.

Edited Comment in response to further details: The message from many people of New Orleans was that they wanted their city saved and protected. Provided they take advice to evacuate in the event of a severe storm they are safe enough for the present. I do feel that America ultimately will look after its own displaced people, it has after all accepted many millions of immigrants from Europe in the past. What is a much more difficult problem is the tens of millions from other parts of the world such as Bangladesh. But I am sure that there will be many arguing that it is akin to genocide not to help them with a problem largely generated by us here in western countries.
