Papillon and Norwich Terrier are tough to top in that department. But it depends on your notion of cute. Maltese and Shih Tzu are really cute puppies and make beautiful grown dogs.

Well that is entirely up to your opinion. What is cute to me is not cute to everyone else.
In my personal opinion, I like chihuahuas, english bulldogs, great danes, and irish wolfhounds.
