He needs water because he has the hiccups. The bartender, by pulling out a gun, scares him. So the hiccups go away.

The man had the hiccups and wanted water to stop them. The bartender saw the man had hiccups and pulled out a gun to help the man by scareing the hiccups away. It must've worked since the man said thank you and walked away. :-)
