Most jails will only collect calls. The inmates use a pay phone so I don't think it matters if it is cellular or land-line. However, most cell phones have a automatic block for collect calls, so you should call your provider for more information. Also some jails allow inmates to have a phone card, so you might want to check into that.

There is some confusion amongst people who don't work in the criminal justice system so far as what is and is not allowed in prisons. As Ave Girl pointed out in her answer above, it all depends on the prison.
The link below will take you to a webpage which will explain how inmates are assigned to the appropriate prison. It should give someone a quick grounding on how this is done.
Keep in mind that the page only concerns the ranking system that is used in the US state of New Jersey. All states have their own ranking system and ways to determine which prisoner goes where, but these systems are usually similar.
To finally get around to answering the question, cell phones and other devices are allowed in low security prisons. Their use is usually strictly proscribed, though, so the number of calls made and the time during the day when they are made is usually restricted.
If you are wondering about the details, then I very strongly urge you to contact your state's Department of Corrections and ask. They will provide all the information you need.

Yes, the owner of the cell phone can pre pay the phone company so that they can accept the calls.
It is also up to the prison. They basically do what they want (the prisons) so I don't really want to tell you something that may not be true by tomorrow. The rules are different for every prison so it is hard if the prisoner is shipped off to different places all the time.

The local jail here uses a company that will allow you to go to Wal-Mart & pay a Money gram, and put so much $$ on your phone and they can call til you use it all up. Also some of the prison/jails sell phone cards in their comissary now too.

No, I don't think they can. My husband works at a prison and tried to call me on my cell phone from a pay phone there and it didn't work.
