Ask her out and she's ur best friend.....that's pretty tough but i'll try and help you out....Okay well u said that she likes someone else right...that must me that he does something that u don't to her. U know what u can do to make her like u more than that other guy..heres sum stuff u SHOULD DO!!
Play with her hair, tell her she's beautiful [not hot, sexy, etc. girls hate that. did u know that 90%of girls would rather be called beautiful than sexy], say she looks nice with her hair like that or she looks good in that [dress], tickle her, wrestle with her[ DON'T HURT HER], give her piggy back rides, talk to her, listen to her, touch her hand, touch her face, hug her from behind.
you know, give her hints, then ask her something like...."Hey, i was wondering if you'd like to hang-out this weekend. We can see a movie or something. It's on me!" or something sweet like
" I think that ur really beautiful, would you go out with me on saturday night?"

Flirt with her, push her into stuff as you walk next to her, treat her as if she's coming on to you. If she flirts back or laughs, you're in; if she thinks you're weird, you're going to just be her friend.
