Our neighbors are looking very unsavory and we have a very good feeling they are dealing in illegal activities. Is there anything we can do? Our family doesn't want to be in danger because of their actions.

Some people would put that characterization on neighbors of a different culture, for instance.

(3) If you feel endangered at any time, then you will need to call the police and get them involved. Again, the standard is if a reasonable person in your place would feel the same way.

(4) Keep a journal of all suspicious activity. This can be simple, like keeping a notebook and a pencil out in the family room. When you observe something that worries you, write it down. That way, you'll have a good record.

Call the cops, talk to someone in the street crimes unit, and tell them to keep it annonymous. They may start some surveillance, if they aren't already.

You just write down license plate numbers, description of who you see going in and out of the house, and times.
