Yes, Ozone can kill small animals (NOTE: the first reference shows the time it takes to kill small animals. Birds are more sensitive so would die at lower concentrations). In humans it inflames the lungs.
Any HEPA based air purifier will fill the bill. They use a paper or polymer filter to filter the air and usually include an activated carbon section to remove odors and chemicals.
Just search for "air purifiers" and you can find a wide array of HEPA based products.

YES, ozone can kill your parrot. It’s a very harmful chemical that’s in most of these purifiers and also will harm you. I found this as well when looking for air purifiers and finally found an air purifier that doesn’t emit this. The Austin air pet machine was the best from what I could find; they had no emitting ozone from them and also in comparison to those stupid cheap units didn’t have to be constantly replaced every 6 months with a replacement filter. I myself am horrible with technology and having to open up each unit every half a year to replace it resulted in me also having to hire a technician to change it for me. This was costing me nearly 100$ every 6 months to change the thing. After a year I had spent 300$ and that was going to constantly keep rising every 6 months to replace the filters. So I got the pet machine for 500$ and I wont need a filter replacement for 5 years. I’ve had the unit for 2 years and it works great, haven’t had to replace the filter once yet, I don’t even need to dust my house as frequently- that’s how well these units work. In the long run I will save myself a few hundred dollars, my time and frustration. They also look neat too. I highly recommend the unit, I hope this helps! - Steve

It is true if the bird is within close proximity of the devise... however, the law requires these air purification companies to comply to new regulations... some air purification companies have retro-filters available for older models and of course all the new products on the market are already in compliance.
