I use and love Picasa... www.picasa.com....I have version 2...it's free....good luck... ;)

You can download Serif's v6 PhotoPlus for free
http://www.freeserifsoftware.com/software/PhotoPlus/default.asp
It's not as powerful as PhotoShop but works in much the same way (and also has an animation app).

Download irfanview (www.irfanview.com) for free. It will give you the basic functionalitiies. it is a small but very powerful imaging tool.
