Cockatoos are not inexpensive. Purchasing one will be your smallest investment.
Do you have any experience with cockatoos? Do you have any experience with birds at all? This would be helpful to know in order to best advise you on how to go about this.

Before you do, make sure you turn the volume up on your computer, okay? ALL the way up.
Now if you can handle that, we'll go from there.
I'm curious how you got onto the idea of not only a cockatoo, but specifically an Elenora cockatoo.
They are also known as Medium Sulpher Crested Cockatoos, and they are a handful!
You really have to get your training methods down before you even begin to think about this. If you get a baby, you are going to get toally sucked in on how adorable they are, and you will unwittingly create a monster. Happens all the time.
Cockatoos are wonderful birds if you know how to train them. If you don't, you are going to be totally miserable and so will your bird.
The Parrot Rescue I work with has 7 or 8 'Toos available for adoption.
Phoenix Landing is on the East Coast.
But I would suggest you find out everything you can about how to take care of and train these highly demanding birds before you proceed firther.
I'm unsure if you know anything about raising Cockatoos but your question leads me to believe that you don't have much experience. This is not something to take lightly.
If you did have experience, you would know where and how to adopt one, and you would know that they are not inexpensive.

There is no such thing as a cheap cockatoo.
Please consider doing more research into owning cockatoos. It's not as straight forward as it seems, and you seem to have some unrealistic ideas about the entire subject.
Contact bird rescue groups. There are some good ones in California if you live here, but you need to talk to some educated folks about owning them.
They are just as smart, and need as much stimulation, attention and interaction as a preschooler. They also have VERY long lives, imagine having a preschooler for the rest of your life. Complete with screaming tantrums.
Please do more research.

You can't. Cockatoos are very demanding birds. Know what you're getting yourself into.
