They don't read their own Holy Books and have a veil over their hearts that prevents them from understanding revelation. In my Holy Book, these people are called Munafiqun, and are a level below disbelievers. Furthermore, they are described as the worse human beings who will inherit the Earth and of those who will get the most severe punishments in the Afterlife.

B/c they're human. Being religious doesn't make someone perfect. We know that. Romans 3:23 - "For all have sinned and fall short of the glory of God."
We're not perfect, but we can still strive for it. Just b/c someone's religious doesn't mean they're sinless.

I think because the other person doesn't belive in what they belive in and they think God told them to

But God doesn't tell anyone to commit Murder
