My nieghbor bought a dog a year ago- Never brings it in the house. They keep the garage door open and put the food and water inside. Rain, sleet and snow- 100 degrees or freezing the dog is outside. The dog continues to get thinner by the day- Is this legal????

Dogs can live outside in all weather. I know many, many people who have outdoor dogs only.

There are laws about housing an animal. Look into your local ones. I know where I live, there are temperature laws. Anything below 20 degrees, the animal cannot be left outside (or in a non-heated garage) for longer than 30 minutes at a time. Same way with heat, anything over 100 degrees. If the dog is getting thinner, it is likely sick. I would call animal control or the local SPCA and report them NOW for the safety of the animal.

First it is okay to have the dog outside with the garage as shelter, but if you notice the animals health diminishing you may just want to casually mention to your neighbor: "seems like _insert name here_ is losing weight recently is anything going on with him/her?" If they mention they haven't had time to go to the vet offer to drop the dog off at the vet for an appointment or to give them a ride if transportation is a problem. If they are offering the dog food and water and shelter they aren't abusing her/him most likely. But she may have a medical condition causing the dog to waste away. If they ignore your comment or seem disinterested then you could consider calling animal control (especially if the dog doesn't wear tags or collar...but remember if they take her she will only have a matter of time before she is euthanized if no one adopts her) you could always offer to adopt her if you can afford to do so, without going through the human society or dog pound. Well, millions of dog owners do not let their dogs in the house. But they need shelter from freezing, and the burning sun. That can easily be done with a little wall and floor insulation, and a roof over their heads.
If the dog is getting more thin, that is another problem. Why don't you check it out real close.

Most likely it's legal for them to keep the dog in the garage, BUT, it's not legal to mistreat the animal. Call your local humane league or spca and tell them what you know. They will come out and take a look at the dog and if it is being abused, they will take it away and it will get medical care and so forth.

Call animal control immediately.Let them check it out.
be sure to tell them the dogs losing weight so they can check the dogs vet records.
They may be able to at least do follow-up checks to insure the dog has had vet care at the very least.
When temp drops to dangerous conditions call animal control again.Then they can really do something to help the poor animal.
I'm sorry you have to watch this poor dog be treated in such a manner.It's too bad you can't drag that family to the garage and chain them in there so they know how it feels.

Youre right to be worried. If youre that worried about the dog bring in the Feds That dog needs a better home!! Try calling Animal Control they should be able to help out in some way.

it probably is legal but not good.. why would you buy a dog if you dont want it as a proper pet?

garages often have poisons in them and of course car fumes..

as long as it has food shelter and water that is probably all that matters to the "authorities" however you didnt say what country you live in...
Austria? Argentina? Australia?
different countries have different rules and values - call your local SPCA to find out what the rules are where you are...

NO turn your neighbors into the police. If the dog get thinner than they arent feeding it enough and no dog should be out side in the winter unless they have foo water and a warm shelter to go in

By defintion yes, is it right , thats a moral question. As long as it has shelter and food and water, then there is no negect by definition. However, If the food and water is not aple enough then you might have a case. If you can see the rib cage then its not getting enough food. Apsc officers can investigate. There maybe other issues that you dont see, that they may.
