I know that it's made with soda water, sour cream, and lots of butter

Homemade biscuit recipe:Flour, cream or tartar, soda and water make this soft dough.
To each quart of flour add two teaspoonfuls of cream of tartar sifted through it. Put in a tablespoonful of lard or butter; dissolve a tablespoonful of soda in a cup of water, pour it on the flour; mix with milk, or milk and water, to a soft dough, roll out on the floured biscuit board, cut with the biscuit cutter, and bake quickly. Add a little salt.

This is the closest thing I could find, hope it's what your looking for.

My DH & I would be happy just eating biscuits at the Red Lobster. I found this recipe on the net & its very close to the real thing. I don't have garlic powder in my pantry (I use the real thing) so I melted store bought garlic margarine for the top. If you don't have Bisquick in your pantry, try Cindy Lynn's Bisquick Substitute, recipe #45055!

2 cups Bisquick baking mix (lowfat is OK)
2/3 cup milk (lowfat is OK)
1/2 cup shredded cheddar cheese (lowfat is OK, white or orange)
1/4 cup butter or margarine, melted
1/4 teaspoon garlic powder

Combine baking mix, milk& cheese& stir with a wooden spoon for about a minute.
Spoon onto a greased cookie sheet& smooth tops.
Bake at 450F for 8- 10 minutes.
Combine butter& garlic powder& pour over hot biscuits.

Ingredients:
1/4 teaspoon garlic salt -- or powder
1/4 tablespoon parsley, freeze-dried
1/4 teaspoon Italian seasonings
1 pound bisquick baking mix
8 3/4 ounces cold water
1/4 pound sharp cheddar cheese -- grated
1/8 cup butter or margarine


Cooking Directions:

Preheat oven to 450 degrees. Mix bisquick, water and cheese. Drop by large
spoonfuls onto greased baking sheet. Bake for 8-10 minutes. After baking,
(while hot) brush on melted butter or margarine mixed with garlic powder,
parsley flakes and italian seasoning. (Amounts will vary by the size batch
you make, but a little goes a long way.) Serve hot.

The Red Lobster manager's recipe is for a large quantity, so you'll have
to reduce the ingredient quantities by the size batch you desire. Note:
For a smaller batch I usually use 2 C. Bisquick, 1/2 cup cold water, and
3/4 c. grated cheddar which will yield about 12 biscuits.

You may also substitute soda water or gingerale for the water, if desired.
