I don't think so, you can set it so that if you are away from the computer for a lengh of time, it goes back to the welcome screen and you will have to re-enter your password.

There are 2 posibillities here (because you don`t gave me and the others too many details) :
1. You have one or more usernames with(out) password(s). In this case, you CAN`T use the Ctrl+Alt+Del combination.
2. You have just one username, and you don`t have to click the user to,log on, it`s self-loading. In this case, you CAN use the Ctrl+Alt+Del combination.

you mean when you pick what user to log on to? no you can't.

the windows explorer (no not internet explorer), which basically is your desktop, hasnt loaded yet. and task manager can't show up until explorer has loaded.

Becides, if someone wanted to password protect their computer so no one else could get in, they would be able to get around the password protection by using task manager (control alt delete)
