OK, this happens to my son, too, once in a while. And his socks aren't too tight, to contrast with the advice from other answerers. He figures it happens when he is going through a growth spurt, when he remembers the time it happened before to him.

As you move your legs, in walking or running, or any of the other things that you do, your leg hair is pulled by the movements of your socks. I wore heavey socks and boots for many years, and my leg hair got rubbed off.

maybe the friction from the elacity in the fabric, some socks fit kina tight, could be interfering with the blood flow.

First of all your leg hair doesn't have nerves so it's not your hair hurting! Just kidding. Are you getting bumps, because if you are it could be because of ingrown hair.
