he thinks im annoying. what should i do?

what do i do? i have an on and off relationship with this boy that i love. everytime i try to speak my opinion, he says i'm being annoying, but if i dont speak my mind, i cant stand keeping quiet about something important. what can i do?
*how can i talk to him without him thinking im annoying?
