I really liked go_blue's answer personally. I'm a military brat and my dad was a "Bottlecap Colonel" or Lt. Colonel. They don't just go for coffee, nor do they simply order others around. There is a difference between role and rank in the military.
A role is the job you do for the USAF based on your knowledge, skills and abilities. For those who are highly talented, they could be, in rank, either an enlisted service member or an officer. If their evaluations continue to be glowing, they advance in rank. You can opt to change your role, or you can be "asked" to change it to something else, depending on the needs of the USAF at the time. An enlisted can always choose to become an officer by attending Officer Candidate School.
A rank is given or taken away based on the meritorious effort of the service member. A Major can become a Lt. Colonel if there is a spot on the List that comes out every year. Unlike law enforcement, if it is your time to be promoted, and you don't make that list, then you basically have no future with the military anymore. It's called being "passed over" for promotion. You can stay where you are, but sooner or later, you'll be retiring at that rank.
My point is you (usually) have to be good at your role (or job) to become a Colonel or Lt. Colonel, because it is similar to upper management. However, you have to have the support of the service members under your leadership to succeed. They are the key to your rank. Without the enlisted and subordinate officers working together with you, and you as the team leader, you would never be promoted.

A Lieutenant Colonel can play a lot of roles in the Air Force. They can be a commander of a squadron or flight. They do the "dirty" work for the big boss if they are not the boss (usually reserved for a Colonel). In general the higher in rank you go the more you are like a liaison between the people below you and higher then you. If you have a Staff Sergent who wants to bring an issue to your commander the Lieutenant Colonel will listen to the Staff Sergent first and then take the issue to the boss.

Lieutenant Colonel is a rank of the United States armed forces which is currently used by the United States Army, United States Air Force and United States Marine Corps. The United States Navy equivalent to a Lieutenant Colonel is the rank of Commander. A Lt. Colonel ccan be in charge of a Brigade or higher. Or a flight group. The rank is kind of like upper middle management.
