The gimp. It can do everything that the 700 dollar software adobe photoshop can do. If you want to do lots of kool stuff id use the gimp. I use it. The best thing about it its opensource. http://www.gimp.org/

Paint Shop Pro 7 - 9 don't bother with ten. it's no good.
