No. You must read the entire context where this verse is found. Paul is discussing his inspiration by the Holy Spirit to reveal God's will. The Holy Spirit revealed God's word directly to the apostles. Today we have that word in written form in the Bible.
People choose not to believe for a variety of reasons. My guess is that many do not want to believe in God because that would make them accountable for their actions and behavior to a higher being than themselves. These individuals don't want anyone "telling them what to do." They want to make their own rules and define right, wrong, good, and evil for themselves.
Paul describes unbelievers in Romans 1:20-23, "For since the creation of the world, His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse, because although they knew God, they did not glorify Him as God, nor were thankful, but became futile in their thoughts, and their foolish hearts were darkened. Professing to be wise, they became fools and changed the glory of the incorruptible God into an image made like corruptible man - and birds and four-footed animals and creeping things."

That explains only part of it. People can still believe in God, yet not know him or the way to salvation without God's spirit in them. (The majority of the Jews are a good example: Romans 10:1-3 -- "Brethren, my heart's desire and prayer to God for Israel is, that they might be saved. For I bear them record that they have a zeal of God, but not according to knowledge. For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.")

For those who misunderstood the question and thought you were asking if a man without ANY spirit can believe in God. A man without ANY spirit would either be dead or an animal. Paul is discussing the need for the spirit of man to have God's spirit added to it that they may come to spiritual understanding:
"For what man knoweth the things of a man, save the (1) SPIRIT OF MAN which is in him? even so the things of God knoweth no man, but the (2) SPIRIT OF GOD. 12 Now we have received, not the spirit of the world, but the spirit which is of God; that we might know the things that are freely given to us of God. 13 Which things also we speak, not in the words which man's wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual." It's an intriguing concept...That the spiritless cannot understand God....But then my question would be, why does geography play such a huge role? Statistically, there are certain areas of the world (or even the US) that are atheistic. It does not seem logical to conclude that people in these places are more likely to be born without spirits or that their spirits are taken from them as children.

No most of us don't believe in God because there is no evidence to support the existence of god.
Evidence is not the Bible, or any other book written by men.
There is ample evidence to suggest that all religions and the belief in a God or gods is completely the invention of man.
Just as we know longer believe that the Earth is flat, or that the Earth revolves around the sun because evidence suggests otherwise, it is becoming increasingly apparent that the belief in God is not based on any real or tangible phenomena, but instead on superstitions form peoples living thousands of years ago.
