I don't think this is going to be a popular answer, but think of it this way.
If you had decided to have the party at home would you have asked the parents that wanted to stay to bring their own sack lunch?
It sucks, but the right thing would be to volunteer to pay for the adults and appreciate any one of them that offered to pay for themselves. It is tacky to ask them to pay.
But do call them and find out if they plan on attending the whole party for the reason that you expressed, the staff would like a head count so they can do their part for the party.

Try something like this on the invitation:
"Party children will be having lunch and be ready for pickup at ____ o'clock.
Parents & siblings may wait for children ____(insert acceptable location at restaurant)."
PS. This sounds too complicated for a 4 yr old - and little kids really don't enjoy sit down meals - how about shifting it to an ice cream parlour, or something much less fussy?

Put it on the invitation.
"Lunch is provided for the children attending. If you wish to attend, there will be a charge of $$ to reserve your place. Please RSVP. The tea room must set up seating for all in attendance. Thank you"

You can call each parent and tell them so they will already know what the invitation will say. You can also stick a small piece of paper inside each invitation with exactly what you want to say, along with an RSVP and phone number.
