I like this boy. He's the hottest boy in school and every girl likes him but I know he don't like them back. I go over his house with my sister and we talk on the phone sometimes. But sometimes I just think that he's just trying to be nice. I don't wanna ask him because that'll make me look a little to forward. we went to the movies once. he wants to go again.

First, makes sure you really like him. Don't like him because everyone else does. Looks are great and all but don't make that the foundation of a relationship.
Second, if he wants to see a movie with you again, then he's not "just being nice". If he didn't want to see you, he'd make up some nice excuse.
Finally, don't worried about making yourself seem forward. Guys like it because it takes the pressure off of them. Now some of your guys out there might say that girls who are too forward are sluts/hos/etc... Let me just say that you're idiots. Of course, if the guy doesn't have the confidence to ask you, you have to ask why you want to be with him.
So take it from a guy. Just tell him how you feel. If he says he doesn't like you that way, then stay buds and do stuff together. It'll only get weird if you let it get weird.

Okay, well I've gone through this a lot of time before. If you wanna know really bad just ask him or tell him that you like him. If you ask him or tell him, he will probably open up like you did. By the way if you guys always hang out, talk on the phone, and go to the movies, and he wants to go again, he probably does. If he acts weird in front of you and not to other girls then he probably does like you. Trust me I know. He would also want to spend as much time possible with you. He probably always apologizes, and admits that he is wrong lots and lots of times.

It sounds like he does like you maybe he's just a little shy. Maybe hint around like ask him does he date a certain girl or something like that. or maybe get someone you trust to ask him if he likes ya in that way.
