Personally, I believe that in the ages between 12 to 20(/22) there is a great difference in the values, experiences, and expectations about every two years. While you are 14 you may be expecting something out of a relationship a 16 year older might be looking for something entirely different.
Also, you are at a very important stage of your life that will mold/form you forever... do you want to take the risk? I've seen countless young people hurt on so many levels from relationships they might not be ready for.
But, the way you phrase the question and the fact you are asking it, I believe you want a way to respond to him in the negative so I'd suggest you simply tell him, "No"

Do you want to date him? If he hasn't asked you out yet, and you want to date him, you might invite him along to something with some of your friends and some of his. That might break the ice.

Maybe you could say "I'm not going to date until I'm 16."

I think you should be asking your folks this question. I'm sure they have a strong opinion about when you start dating.

its actually considered "cool" when a freshman goes out with a sophmore.
and if you like him, then its all the better!
its not a big deal, just go for it!
