By groundwater, I assume you mean water in the ground (aquifer). If so, rainfall, it percolates down and is trapped in the aquifers.

If you mean (fresh) water on the ground I would still guess rainfall, since it covers the entire earth. And eventually feeds rivers and lakes (and oceans).

If you think about it, we have had the same water on this planet for milliions of years.
We cannot create "new" water.
Therefore my answer is Mother Nature.
