His father doesn't remember and he cannot contact his mother. He needs it to get a driver's liscence. How can I find this out for him. His Dad said somewhere in the town of Islip

Birth certificates are usually available through the town clerk's office of the town in which the person was born.
This site show the various towns in Suffolk County.

I would start by contacting the Islip town clerk and working my way out from there.

You need to get in contact with the State Department of Vital Records. You might want to see if the County has one. They would be on the web, you probably have to send them a fee, but he could get a new one.
