This guy at work has been winking at me. Since then ive been afraid to wink back. He gave me permission to write him a letter to speak my mind(as he put it). I wrote it, but im afraid to give it to him. Winking does me he's interested, right? Workplace ettiquitte, i already know, but his winks are heightening my curiosity. He's the cutest white guy ive ever seen.

he gave you permission to write him a letter? Why don't you guys just talk. Go out for coffee or drinks or something. Writing a letter is so first grade. Maybe you can put "Do you like me? Circle Yes or No" in it.

Throw the letter away. That is so grade school. if you like the guy then invite him out to a movie (comedys are good first date) and the a drink or dinner. Chat get to know him. If you're both interested take it to the next level. If not the winking will stop.
Sometimes winking means he's interested, sometimes it is more like a wave. Good luck and "play that funky white boy"

Is there a reason you can't talk to him? Do you have any type of contact with him besides winking? This sounds like something I used to do in high school. You should write him a note that says do you like me? circle yes or no!

Giving him that letter means he owns you.
Tell him "Why don't you write a letter to me first so I know exactly what you're thinking and we'll take it from there, little man? Make it 3 or 4 pages long." His tiny balls will scurry back up inside his body so fast you'll hear them whistle as they fly by.

Rewrite the letter and include in it:
"I've noticed you have an eye tic. I heard about a doctor that can possible help you with this and I shall make an appointment for you. I have no problem giving myself "permission" to do this."

I would think that winking means he's interested. But, more importantly- would you want someone who decides what you can and can't do? is he your superior or something? I don't recommend getting involved with someone from work- seriously.
