Hotels came along first as just a place to stay, like on a vacation or something. With the building of Rout 66, a new 'hotel' came along called a Motel, or as they used to be called Motor Lodge. They were usually on the side of the road and offered parking right in front of your door. It was no frills, strictly a parking spot and a room with a small bathroom and a bed. Hotels are much more inclusive, usually having a pool, restaurant and the front door was INSIDE the building.
However, today the words are pretty much interchangeable.

Motel derived from the phrase motor hotel as they gained in popularity in the 1920s-1930s. Motels were originally characterized chiefly by proximity to highways and parking facilities, but that meaning has mostly been lost.
