Is he a heavy drinker ? he should switch to beer or something less concentrated if he must drink spirits dilute with lots of mixer ! pain in the lower abdomen could be liver disease or even pancreatititis which can be fatal.. I've been close to the edge myself with alcoholic health problems, your friend has my sympathy.

I would need a lot more information before I could answer this question with any degree of certainty, but I will try to give you some ideas.
The stronger spirits, if taken on an empty stomach, can cause the stomach to contract, and also can cause the pylorus, which is the valve that regulates the transmission of partially digested food from the stomach into the upper intestine, to close suddenly. The intestine is very sensitive to potentially harmful input, and the lower stomach in sufficiently wise to shut the pylorus when it senses something as ascerbic as whisky.
Secondly, alcohol is a poison, and it is more easily absorbed in concentrate form from the stomach than from the intestine. The pylorus will shut until the gastric system tells it that the poison has been sufficiently diluted to be safe to pass into the epigastrium and be processed by the normal machinery of the liver and pancreas, in which the alcohol - known as ethanol, is converted to acetaldehyde and eventually into acetate that can be safely excreted via the kidneys.
In short, it is the sudden closing of the pylorus that is the most likely cause of the the lower abdominal pain.
This being said, there appears to be a possibility of the presence of an ulcer, and this will need investigation by a Doctor of Medicine, pronto. I would urge Frankie to visit his/her GP instanter, in order that this possibility can be eliminated.
The serious symptoms are the vomiting of blood, distension of the abdomen, sweats, weakness and the possible appearence of spider-like blood vessels on the skin. These could indicate abdominal cancer, ulcers, (peptic and duodenal) or the beginnings of serious liver disease.
I am not a killjoy. I've had some beer tonight, and I've had one neat whisky, but this has been on top of a cooked dinner. If you drink whisky on an empty stomach, you are open to pain. Get Frankie to the Doc, and get it sorted.
