I agree with the other answerers that your best bet is to just go to your nearest cigar store; go into the humidor; and ask the staff for assistance.
It will help if you have an idea about what your friend likes. Some cigars are much more full-bodied than others; and there are many other distinguishing characteristics.

This all depends on the type of cigars this persona normally enjoys and how long they have been enjoying the pleasure of cigar smoking.
To expand on an early answer, Cohiba (Cuban) are illegal in the US but Cohiba also has a version out of the Dominican that are legal. I hear great things from the new Cohiba Black Label.

My Father is a Cigar smoker, and these are his favorites: Graycliff Presidente (Indonesia)
graycliff's Presidente cigars have been favorably rated by many cigar afficionados.
Another great thing about graycliff is that they come from Indonesia, which is not a banned source for cigars in the US

I use a fine cigar called "Mr B". You can go on line to their catalog and check out all the cigars and stuff they have to offer. You can pay from $1.00 to what ever you want to pay for a good cigar. My cigars are Maduro (dark wrapping color) and are 50 x 7.25 = the ring is 50 (big around) and the length is 7.25 inch's.

I like Romeo & Jullieta Churchills, but they are a bit expensive. By the cigar they run as high as $12 each.

Go to a cigar store. They will take you into a humidifer room that smells fantasic and will recommend something sure to please your friend and your budget, if you have one. Good luck!
