my friend was interested in the stuff and she recently has broken out on her face so I was wondering if she had some or not.

Never heard of pot making you break out. Unless you are allergic, then it wouldn't be pimples, it would be hives and would itch real bad.
Now, if you get the munchies and pig out on a lot of chocolate and then pass out in a sugar/pot induced haze without washing the makeup off your face, you may break out.
But no, pot doesn't make you break out.

The best thing to do is ask your friend if she smoked or not. You can get a rash from anything, so there is no way to tell if the rash was from smoking pot.
