The Bible certainly does tell us that there are spirits that involve themselves in our lives, both angels and demons, and there in one spirit especially - God. God is a spirit and one of His manifestations is described as the "Holy Ghost" or "Holy Spirit".
However, if you are referring to the classic misconception that human spirits routinely return from the dead to involve themselves in our daily lives, then no. Here is what Solomon, the wisest man in the world had to say about this.

"For the living know that they will die, but the dead know nothing; and they have no more reward [here], for the memory of them is forgotten. Their love and their hatred and their envy have already perished; neither have they any more a share in anything that is done under the sun."
(Ecclesiastes 9:5-6 (Amplified Bible))

You see the dead no longer have any motive to be involved in earthly matters. So no, there are no "spooks" of people who were alive and are now dead.

With the exception of Jesus. and he was a spirit way before time began.

The "ghost" as its referred to in the bible means ones spirit,or conciousness. When Jesus gave up the "ghost" on the cross, this is meant as his spirit departed from his physical body.

Ghosts cannot physically manifest. They must have a host.AKA,demon possession, things like that.Ghosts are not people that used to live in a home,or used to dwell where you are at,like in the movies.Ghosts are demons, period.Fallen angels at Satan's command.
You can feel when pure evil is in the room with you.I have felt it.I immediately got on my knees and prayed to God,and he made it go away. The only reason he did that is because I believe, and will always believe.I trusted in his mighty power, and he proved himself to me.I trusted in his son Jesus Christ, and he took hold of the situation and made it better.

In the OT, the "witch of endor" calls up a ghost.

1 Samuel chapter 28?

King Saul consults a witch who conjures Samuel. And Samuel is pretty pissed off about that.

Yes. And the Old Testament forbids us from communicating with spirits of the dead. I think it's in Leviticus or Deuterotomy, Chapters 11 or 19, v. 22.

I may look it up later.

Got to go now. See ya.

The Bible speaks of fallen angels (demons) and spirits. I believe these are all the same.

No they are not. Ghosts are the spirits of people who have died and are still on earth. When you die you either go to Heaven or Hell. No gray areas.

P.S.
About the witch of endor, God alowed her to conjure up Samuel so he could talk to Saul and to tell him a message from God.
