It is not the same in every language/dialect/accent of Chinese. Happy is just an adjective so they don't say "new year is happy". Instead, they congratulate the new year or say "best wish new year". In Putonghua, the official language, it might be:
庆贺新年 (qìng hè xīn nián) or 祝贺新年 (zhù hè xīn nián) or 预祝新年 yù zhù xīn nián (best wish for new year)
