thats the sexual friction point for when a dog mounts another dog. Your hand is simulating the other dogs rib cage grinding that area. seing as your dog is male then it means one thing. You will know when he mounts your leg.
If he is a small dog, kick him off, if he is a large dog and growls when you try to part him with your leg then just tell him to hurry up.

Same with my cat and rabbit. I think it is because they cannot reach that particular spot and can't groom it. So it must feel good.

Kinda like how some people LOVE having others bruch their hair.
