The rules keep changing! Note that these changes only apply to travel to certain countries where a passport was not previously required. A passport has always been required for travel to most international destinations.
At present, you will need a passport for AIR travel only if leaving or re-entering the country after 1/7/07 for the Carribean, Bermuda, Mexico, or Canada. Until then, you can go to these places without a passport. You can also continue to go to these places without a passport until June 1, 2009 if you are travelling by Boat or Land.
Here is a website that is good about posting the monthly changes as they occur:

Starting Jan. 8th 2007 it will be required for all US citizens to have a passport for travel to Mexico, Caribbean, Canada, Bermuda, S. America, Central America, Puerto Rico (yes Puerto Rico....it isn't the US State Dept. requiring this..it's most airlines and they are able to do this), etc.
Apply for one right away as the wait can be anywhere from 6 - 12 weeks depending on where your application is sent to, which you have no control over this. Trust me if you can avoid it you don't want to expedite it, it's expensive. A little tip for you. When filling out your application put a week prior to your travel departure date. Even if you don't have anything booked yet, just put a week before your "anticipated" travel date.
Passports are good for 10 years, however the passport needs to be valid 6 months beyond your return travel date so it is kind of good then for 9 1/2 years instead.
