There really isn't much you can do to learn a language without paying. But some of these suggestions I"m going to say shouldn't cost you very much at all. Probably a few dollars minimum to a maximum of 20 or 30 dolalrs. 1) Buy a book that teaches you German at a bookstore 2) Watch German movies. Rent, borrow, or buy them. Your choice 3) Buy a CD-rom, or some electronic language device. I'm sure you can search/ find a lot online. 4) Do you know anyone that's German? A friend? a relative/family member? a colleague? pretty much anybody that you know who is german. Try asking him/her and see if they would like to help you learn German withouth paying. There are nice people out there who are willing to help if you honestly are very serious about learning German.
That's pretty much it. If you just want to learn the LANGUAGE German I suggest you going with the points above. HOWEVER, if you are interested not only in the language, but also the culture, it would definitely be a good idea to travel to Germany. I know this will cost money, but I'm sure a visit there would teach you more than you would've expect. It's probably worth a try if you are serious about this. Go with whichever way you like. You can buy books that comes with cd's to learn it. Only thing is you have to make sure you are doing the pronounciations right. Since you seem to be on a low budget you can use a tape recorder to say the words and then replay to evaluate your speech.
Watching movies that speak German would help a lot. I think thats the second best way to mingle with the language. You also get to see how people actually speak in daily life.
May be get a German novel and read those and after while you will know the language.

Obviously, going to Germany or Austria or wherever German is spoken and being immersed in it is the best choice. However, since you are not willing to do that, your best route will be to go get some books and tapes from the library to help you learn. This is how I did it with French, and now I speak it well.

Well the best way to learn is to go there - it is called 'total immersion'. But since you don't want to go there, you don't want to learn the best way.

when you have to use it you will learn it ...
i know you can read books and listen to different speech but the best way to learn it when you have to use it !! i mean to communicate with someone who speaks german ...
