Check out the Hotel Harrington. It's not a grand hotel but it won't break the budget either. It's an old family run place and the rooms are spartan but clean and comfortable. Great location one block off Pennsylvania Ave. Within walking distance to the White House and many restaurants. Two blocks from the Metro station. Look them up at hotelharrington.com.

We found that staying at the Holiday Inn National Airport location in Crystal City was great. Local shuttle transport to the Pentagon Mall Metro Stop along with the Crystal City Mall Metro Stop. The Hotel was very nice inside. The American Diner was not that great, but the Irish Bar had good food. Less hotel tax in VA then in DC.

If you want to go a less expensive route, you can stay in Crystal City or Pentagon City for $150.00 a night this time of year and take the metro to the white house area.
