No. It's illegal to modify OS X to run on non-Apple hardware.

Since Mac's are less expensive than comparably equipped Dells, why not get a Mac and run Windows on it when you need to. That way you have OS X for daily use and Windows for the odd legacy app.

You can use virtual PC to run most any os over windows.
