Not sure what your asking, but several kite train systems were designed and built that could carry aloft a man in a basket (around 100 kg). You can google for "Cody man lifter" or something like that. These haven't seriously been used since the development of powered flight, LOL.

In a winch configuration with large enough vanes and proper gearing, yes. The size of the vanes will determine how fast the load can be lifted.
