No - a port of call is a port where a ship is visiting. It can be the home base, but most of the time it is not.

No a port of call is some place to visit not to stay permanent like a base. Though bases can be a port of call if your just visiting. otherwise it's your home port.

No. A port of call is just somewhere the ship stops (goes into port). A base is where the ship (and the crew) are permanently assigned.

Nope. A port of Call is an official stop-over point, where a ship will be replennishing itself, delivering consular documents, holding regional staff meeetings, etc... In a sense it can be like a base, but, it's a temporary deal.

A port of call is where they get off the boat and pillage and rape like pirates a base is where they are assigned to live with their mail order brides that they took from their indigenous land to live here.

No.
It just like a crusie ship stopping at St Thomas. Your just stopping to show the flag, pick up the mail & party in town.
