Nope...Maltese are toy dogs. The characteristics of terriers is their digging habit ('terra' for earth). Humans used this innate trait of terriers to dig vermin outta their holes and kill them.

No I believe that in sizes, they go toy breed, then terrier and I believe that maltese is a toy breed
