Depends upon the version. Recent versions of Photoshop (and Photoshop Elements) have a red-eye removal tool.

There is no "red eye" remover, at least on the version I have (7.0). What I usually do is go into the photo, make a new layer, and paint thin transparent layers of green over the red eye. This will counter balance it. Make sure it doesn't look too cheesy though. Sometimes it a bit unnatural looking.
If you're printing on photo paper, buy a red eye pen. They work pretty good most of the times.

on mine, you go to fix, and then a list of possible fixes including red eye comes up. If yours does not have it, download kodak easyshare, free and it fixes red eye - then, if you want, you can always export your new picture to photoshop. Even better, use picasa, from the google pack. It has everything, except the magic brush.

u can find this tool in CS
in your toolbox just above the stamp tool > color replacement tool - KB (J) -
change the foreground color to the desired new color then start changing the red eye but make sure to start the first click on the red eye pixels.
