Yes it is true and the heat doesn't actually come from the seeds that a fallacy its the membrane inside the chilli thats hot also all chilli's have different flavours some can sweet and hot a bit like a pepper try a "scotch bonnet" it will blow your head off!!

I've always been under the impression that the "heat" is in the seeds. But it does seem to be true that some of the smaller chilies are really, really hot. Maybe the capsacin (I don't think I spelled that right, but spell check doesn't have it!) is just more concentrated in the seeds of smaller chilies?

in a way yes as a chilli is a type of pepper but peppers arnt hot so small peppers ie chillies are hot, but apart from that its not diferent types of pepper have differnt strenth and you just have to know the different types.

not necessarily, though bird eye chillis are small and very hot. a better way to determine hotness is the pointier the chilli the hotter it is.

Yuppers... The shape and color too. The only exception being the hottest... the Habenero or scotch bonnet.
